What to buy?

Ok so I'm in the market for a scooter. I have zero experience with
them so am looking for some advice. Here are the givens:

Budget = $3,500+/-
Maximum loading = 2 persons = ~330 pounds
Road to house = 15% grade = very steep for approximately 1/2 mile
MPG = 60+
MPH = 45+
Miles per week = 25-30
Acceleration/power = average for class
6'3" tall friendly = yes
Brakes = can't suck
Style = modern or stylized retro but not uber-retro
Durability/reliability = very good
Cargo/storage = don't care
Features = don't care but seat has to fit 2 normal sized *****
comfortably
Reputable brand = yes

First question: will 125cc get me and a passenger up the hill without
blowing a gasket? Or should I be focusing on 150cc? Consider, 95% of
the time it would be one 200 pound rider.

Second question: Do any and all these clear the bar:
- Yamaha Zuma 125
- Genuine Buddy 125
- Genuine International 150
- Piaggio Fly 150
- another model?

Any thoughts by way of comparison of these models?
